What is CBHI

Community Based Health Insurance (CBHI), commonly known as Mutuelle de Santé, is a health insurance scheme that helps Rwandans access healthcare services by sharing the cost of healthcare through contributions. CBHI provides health insurance coverage to Rwandans from both the formal and informal sectors, helping ensure access to essential healthcare services across the country.

How does CBHI Work

This is a solidarity health insurance system in which persons (families) come together and pay contributions for the purpose of protection and receipt of medical care

Category I (No Income)

Individuals with no income are fully supported by the Government. The Government pays 4,000 Frw per person (100% subsidized) annually.

Category II (Below 30,000 Frw)

Members of Category II with income below 30,000 Frw per month, pays 4,000 Frw person annually (3,000 Frw paid by member and 1,000 Frw subsidized by Government)

Category III (30,001 - 60,000 Frw)

Category III members with income above 30,000 Frw and below 60,000 Frw, fully cover their annual contribution of 5,000 Frw, without subsidy.

Category IV (60,001 - 120,000 Frw)

High Income members with income above 60,000 Frw and below 120,000 Frw, contribute a premium of 8,000 Frw per annum without subsidy.

Category V (Above 120,000 Frw)

Top Income members with income above 120,000 Frw, contribute a premium of 20,000 Frw per annum without subsidy.

How Is Payment Made

Payments are facilitated online via different mediums; commercial banks, Mobile Money or Irembo Agents. A list of contributing members, along with the ID number of the household representative, must be submitted to the nearest RSSB branch

How do I Join CBHI as a Household

To join CBHI, households must be registered in the national social registry, confirm their contribution category, provide identification details, register eligible family members, and pay the applicable annual contribution.

Household Identity

Register as a household through your local administrative unit (Village/Cell) or ensure your household is already recorded in the national registry.

Confirm Category

Your contribution level will be determined based on your Ubudehe category (income classification) assigned by local authorities.

Proof of Identity

You will need:
- National ID (or identification details)
- Household member details
- Contact information

Register Household Members

Provide a list of all household members to be covered under CBHI. Registration is done as a family unit, not individually.

Make Payment

Pay the annual contribution based on your category using:
- Mobile Money
- Banks
- Irembo or authorized agents

Steps To Be An Authorized Health Partner

Follow these simple steps to register your organisation and become a health partner.

Provide Facility Information

Enter your facility’s basic details, including name, location, ownership, contact information.

Provide Rendered Services

List all medical services offered by your facility, including specialization areas, departments, and levels of care to support proper classification.

Provide Facility License

Submit a valid operating license issued by the relevant regulatory authority to confirm that your facility is authorized to operate.

Provide documentations

Upload all required supporting documents, such as accreditation certificates, regulatory approvals, and any additional compliance records for the facility and staff.

Identity of Facility Representative

Provide identification details of the authorized representative, including a valid National ID and personal information.

Bank Information

Submit your facility’s bank account details to enable secure and timely reimbursement for services rendered under the scheme.
