Mr. Regis Rugemanshuro serves as the current Chief Executive Officer at RSSB since 2020. Under his leadership RSSB has seen major successful transformational changes in its strategy, legal status, digitization, human capital & organization restructuring, and policy revisions, leading to record social security coverage to date, and investment performance, more than doubling the Return on Investment in that period, with the aim to make RSSB a Member First, Data Driven, High Performing Organization. Prior to his appointment, he served as a C-Level Bank Executive, CDO, at the largest commercial Bank in Rwanda, Bank of Kigali, where he oversaw its digital transformation journey. He is also the founding CEO of BK TechHouse. During his stint as CEO, Regis had been named the Finalist for the East Africa Innovator of the Year award as part of the 2018 All Africa Business Leaders Award. Under his leadership, BK TechHouse was also voted as the 2017 Best Technology Company in Rwanda. Before returning to Rwanda, he held senior strategic roles with Hewlett Packard and Accenture in the U.S., advising clients like Microsoft and T-Mobile. He holds a bachelor’s degree in information technology and an MBA from Misericordia University. He is certified in project (PMP) and Scaled Agile Program Management. He is also a YPO member, and serves as a director on private and public boards.


Michelle Umurungi is an accomplished investment and business development executive with over a decade of experience in investment promotion, strategic partnerships, and economic development across Africa and international markets. She has built a strong track record in attracting investments, fostering innovation, and driving private sector growth through impactful partnerships and ecosystem development. Effective June 2026, Michelle joined the Rwanda Social Security Board (RSSB) as Deputy Chief Executive Officer and in charge of Investments, where she leads the institution’s investment portfolio and strategic investment initiatives. Prior to RSSB, she served as Chief Investment Officer at the Rwanda Development Board (RDB), where she played a key role in attracting and facilitating high-impact investments across priority sectors of the economy. She also held leadership positions at Norrsken East Africa and Rwanda Finance Ltd., contributing to entrepreneurship, innovation, and the development of Rwanda as a regional financial hub. Michelle holds a master's degree in international business and a bachelor's degree in finance. She is passionate about advancing investment-led growth, creating long-term value, and supporting sustainable economic development through strategic capital deployment and strong stakeholder partnerships.
Dr. Regis Hitimana is a Health Economist with 15+ years of implementation and research experience in national health policy, health economics, and social security. Since May 2020, he has been with the Rwanda Social Security Board (RSSB), assuming the role of Chief Benefits Officer in September 2022. He began his career in 2007 in development and public health, working with civil society organizations for three years before joining the Rwanda Ministry of Health in 2010, where he served for nearly five years as a Specialist in Planning, Monitoring, and Evaluation. From November 2014 to March 2020, he was a Lecturer at the University of Rwanda’s School of Public Health. In addition to his current role at RSSB, Regis serves on the Board of Directors of King Faisal Hospital. He holds an MSc in Epidemiology from the University of Rwanda and a PhD in Health Economics from Umeå University, Sweden. He has co-authored more than a dozen publications in peer-reviewed scientific journals.

Alain Ngirinshuti is the Chief Board & Legal Services Officer at the Rwanda Social Security Board (RSSB) and served as a Strategic Advisor to the Chief Executive Officer, overseeing corporate governance across RSSB Group subsidiaries and supporting key strategic initiatives. With more than 17 years of international experience in legal affairs, corporate governance, investments, and mergers and acquisitions, Alain previously worked for over eight years with GENERALI, one of the world’s largest insurance groups, in France and Italy, advising senior leadership on corporate transactions, governance, taxation, and regulatory matters. His notable achievements include leading or advising transactions such as the merger of Generali Vie and e-cie Vie (assets exceeding €100 billion), a €1 billion joint venture between Generali and a Norwegian Sovereign Wealth Fund, the establishment of Virunga Africa Fund I (US$250 million committed capital), the sale of CIMERWA (over US$80 million), negotiations for the Kigali Green Complex Project (US$183 million), and the RSSB Restructuring Project. As Chairman of Rwanda Ultimate Golf Course Ltd (RUGC), he oversaw the construction and successful delivery of the Kigali Golf Resort’s championship golf course and iconic clubhouse. A Founding Partner of Imara Properties, a Rwanda-France real estate development and investment company, Alain also serves on several corporate and institutional boards. He previously served as General Secretary of Ibuka Europe and Vice President of Ibuka France for 12 years, contributing to the preservation and transmission of the memory of the 1994 Genocide against the Tutsi in Rwanda and advocacy for survivors.
Alain holds a Master’s Degree in Business Law and Tax Law from Université Paris 1 Panthéon-Sorbonne.

Mr. Lionel Ngendakuriyo is a seasoned engineering expert with 10+ years in the tech industry, specializing in digital transformation and innovation. With a master's degree in cryptography, information security, and digital forensics, he combines deep technical expertise with a passion for industry best practices. He has led end-to-end solutions across banking, healthcare, e-governance, taxes, agriculture, and pensions, delivering impact in both the public and private sectors. At RSSB, Lionel plays a key role in digitizing paper-based operations, driving efficiency, cost savings, and better service for millions of Rwandans. He is a hands-on leader, and he builds high-performing teams and fosters a culture of continuous learning. He also contributes to strategic boards and advisory committees, helping shape Rwanda’s digital future.
As the CTIO, Lionel blends strategy with problem-solving, driving innovation and operational excellence in Rwanda’s tech landscape.

Susan Omamo is a seasoned Human Capital professional who brings more than two decades of experience in Human Capital leadership across diverse sectors including technology, telecommunications, logistics, and agribusiness, with a strong track record of driving transformation and building high-performing teams across East and Central Africa. She leads the institution’s Human Capital strategy with a focus on organizational effectiveness, talent optimization, leadership development, and employee engagement. Before joining RSSB, Susan served as Regional Head of Human Resources at Nokia and Liquid Telecom, where she provided strategic HR leadership across multiple markets. She worked with TNT Express Kenya as Human Resources Manager and began her professional journey in Training and Development at East African Growers. Throughout her career, Susan has successfully led large-scale Human Capital transformation initiatives focused on performance improvement, culture change, talent development, and operational efficiency. She has also played a key role in supporting ISO certification processes and advising executive leadership teams on strategic workforce priorities. Susan holds a master's degree in human resources management from Pondicherry University, a Bachelor of Commerce degree from Allahabad University, and an Executive Diploma in Industrial Relations from the United States International University (USIU).

Lise Mugisha is a seasoned Risk Management Professional with over 13 years of experience in the financial sector, specializing in compliance, policy review, financial audit, enterprise risk management, and project management. She brings extensive expertise gained through leadership roles in both international audit and banking institutions. She began her professional career at Ernst & Young (E&Y), where she spent three years in the Assurance practice as an Auditor, developing strong foundations in financial audit, compliance, and internal controls. She later joined I&M Bank (Rwanda), where she served for 10 years, including as Chief Risk Officer, leading the successful implementation of the Enterprise Risk Management (ERM) Framework in alignment with Basel standards. She is a Certified Risk Manager, and she holds a bachelor's degree in business studies and a Diploma in Accounting and Business. Throughout her career, she has demonstrated exceptional capability in developing and implementing comprehensive risk management strategies aligned with institutional objectives and regulatory expectations. Recognized for her strong leadership and coordination abilities, combined with her strategic and analytical approach, she has consistently contributed to strengthening organizational resilience and governance.

Innocent is a senior finance executive with over two decades of experience in financial leadership, institutional transformation, internal audit, corporate finance & governance, He currently serves as Chief Finance & Contributions Officer at Rwanda Social Security Board, where he leads strategic finance and contributions functions, strengthens financial management systems, and supports institutional reforms aimed at enhancing operational efficiency and long-term sustainability. Throughout his career at RSSB, Innocent has held several senior leadership roles, including Head of Finance & Contributions and Finance Division Manager. He has built strong expertise in financial strategy, contributions collection, fund management, financial reporting, compliance, automation of finance processes, stakeholder engagement, and institutional integration. Before joining RSSB, he served at RAMA as Head of Internal Audit, where he contributed to the re-engineering of internal control systems for Rwanda’s leading health insurance institution. Innocent also serves on various corporate boards, providing strategic insight in finance, governance, risk management, investment oversight, and institutional development.
He holds a Master’s Degree in Finance and Banking, a Postgraduate Diploma in Computerized Financial Management, and a Bachelor’s Degree in Accounting.

Marcel Mukeshimana is a holder of Bachelor degree in Accounting Sciences, Master degree in Finance and Control and he is a Chartered and Certified Accountant, Chartered Public Finance Accountant and he is a member of: Association of Chartered and Certified Accountants (ACCA);Chartered Institute of Public Finance and Accountancy (CIPFA); Institute of Certified Public Accountants of Rwanda (ICPAR) Mukeshimana has extensive experience in Public Finance Management and has spent significant time in Ministry of Finance and Economic Planning where he occupied various positions ranging from Public Accountant Expert to Expert in charge of Procedures, professional standards and chart of accounts, later on Financial Management Specialist within the IFMIS Project then Deputy Accountant General in charge of Accounts Consolidation and Reporting before occupying the current position of Accountant General. Mukeshimana contributed to the implementation of various Public Finance Management reforms in Government of Rwanda including the consolidation of wide Government financial statements, designing Business processes and Government Standard Chart of accounts used in the development, configuration and implementation of Government of Rwanda Integrated Financial Management Information System under IFMIS Project. Participation in drafting of Organic Law on State finance and Property; financial regulations; Government procedures manuals as well as participation in training and professionalization of Government finance staff and accounting officers.

Yves Gatsimbanyi is the the chief Risk Officer at Bank of Kigali Plc. Prior to this title, he was the Head of Risk and Compliance for BK since early 2010 and has vast experience in the banking sector. Prior to joining the Bank, he was the Head of Compliance and Internal Control at I&M Bank-Rwanda. He holds an MBA in Finance and Accounting from Mount Kenya University and a Bachelor’s degree in Economics from the National University of Rwanda. He also has a diploma in Risk management in Finance and Banking.

Mr. Marara Shyaka Patrick is the CFO at Agaciro Development Fund with a 16-year experience in financial management, 12 of which have been at senior level positions. Before joining the Agaciro Development Fund, he occupied the position of the Accountant General at MINECOFIN from 2010 to 2016 and previously as an Audit Director in the Office of Auditor General. He is currently serving as a Board member at Prime Insurance, Rwanda Gaming Corporation, Rwanda Interlink Transport Company and KT Rwanda Network. Mr. Marara Shyaka Patrick is a member of different regional and international accountants associations. He is an ACCA Fellow and has an MBA from Heriot Watt University, UK, a Bachelor of Commerce in Accounting from University of Bangalore, India. He is also a CPA Rwanda Member and serving as a Council member at the Institute of Certified Public Accountant of Rwanda.

Professor Senait Fisseha is a globally-recognized leader in reproductive health & rights and a lifelong gender champion. She currently serves as the Director of Global Programs at the Susan Thompson Buffett Foundation, as well as Chief Advisor to the Director General of the World Health Organization. A reproductive endocrinology specialist, prior to these titles, Professor Fisseha was the Chief of the Division of Reproductive Endocrinology & Infertility at the University of Michigan, Medical Director of the University of Michigan’s Center for Reproductive Medicine and founding Executive Director of the Center for International Reproductive Health Training (CIRHT). While at Michigan, she also co-directed the Medical School’s Path of Excellence in Global Health & Disparities.

Kephers is a Chartered Insurance Practitioner (UK) holding an insurance professional qualification from the Chartered Insurance Institute (CII) of UK. He has also a holder of an MBA Degree. He has a rich experience in insurance industry and in training of Insurance professionals. He has been involved in a number of training and consultancy assignments in Risk Management, Insurance and Human Resources Management in Rwanda, Kenya, Tanzania, Zambia, Malawi and Ivory Coast. He is an Insurance, Risk Management and Human Resource Management expert with over 25 years experience, including. He has been working in Rwanda since 2004, starting from SFB as a trainer of Insurance Professionals, and now at the University of Rwanda, College of Business and Economics

Dr. Violette is the Director General of the Karongi Referral Hospital. She has extensive experience in Health service delivery and hospital management.

Alain is an accomplished AI Developer and Machine Learning Specialist with over 7 years of experience, he has successfully led AI projects and developed scalable machine learning solutions across industries such as fintech, healthcare, and the public sector. With a strong academic foundation, holding an M.S. in Computer Science specializing in Artificial Intelligence from the University of Illinois Urbana-Champaign and a Bachelor's in Computer Science from Buena Vista University, he has consistently driven digital transformation by optimizing data-driven technologies. Known for collaborating with cross-functional teams and promoting ethical AI practices, he is dedicated to leveraging technology for operational efficiency, business growth, and societal impact. His leadership and passion for advancing AI align with the strategic goals of the Board of Directors.
